Memo No. 049-22: 2022-2023 Assessment Policy
This memo provides notice that the 2022-2023 Assessment Policy and Distance Education Policy for Virginia Adult Education and Literacy Programs has been finalized and is available on the Adult Education Program Policy and Guidance webpage. The Policy will be in effect as of July 1, 2022.
The Policy provides updates consistent with Workforce Innovation and Opportunity Act (WIOA) performance accountability measures, approved assessments, and state-specific policies. Note that Director’s Memos 25-20 and 26-20 are rescinded as of July 1, 2022. These Memos provided flexibility during COVID-related closures. In program year 2022-2023, adult education providers must adhere to all stated policies. Providers are encouraged to continue to offer remote intake, instruction, coaching, and assessment to accommodate student needs.
The Policy indicates that federal approval for several assessments is set to expire February 2, 2023. The federal office expects to allow use of those assessments through the remainder of the program year. Any updates on assessment approvals or revocation of approvals will be communicated via Director’s Memos.
This memo also provides notice that the 2022-2023 Adult Student Profile Document (ASPD) is available online. Programs must use the 2022-2023 ASPD for every student served and maintain this documentation. Page one, which may be shared with students, is available separately. Translations of page one into languages commonly spoken by students will be made available in the coming weeks. Providers must use pages two through five to document students’ assessment, attendance, and attainment information and must maintain this documentation.
