Memo No. 036-21: 2021-2022 Assessment Policy and Distance Education Policy for Virginia Adult Education and Literacy Programs

This memo provides notice that the 2021-2022 Assessment Policy and Distance Education Policy for Virginia Adult Education and Literacy Programs has been finalized and will be available on the Adult Education Program Policy and Guidance webpage. The 2021-2022 Policy is in effect as of July 1, 2021.

The Policy provides updates consistent with Workforce Innovation and Opportunity Act (WIOA) performance accountability measures, approved assessments, and state-specific policies. Please note that the COVID-related flexibility provided for remote intake, enrollment, and service to eligible individuals provided in Director’s Memos 25-20 and 26-20 will be extended through program year 2021-2022, or until rescinded, as Virginia localities continue to respond to COVID-19 related health requirements and testing capacity limitations. Adult education providers must offer NRS-approved pre-tests within the first six hours of instruction as required by Policy #4 or as soon as feasible.
